President Yoweri Museveni has advised Egypt to handle the dispute over use of the waters of River Nile with caution."It is advisable that those chauvinistic statements coming out of Egypt are restrained and through the Nile Valley Organization rational (not emotional and informed statements) discussions take place," Museveni said while addressing the nation and parliament on budget day Thursday."No African wants to hurt Egypt; however, Egypt cannot continue to hurt black Africa and the countries of the tropics of Africa."He said the work Ethiopia is undertaking by building dams is crucial to regional economy, and should instead be encouraged by Egypt. "The biggest threat to the Nile is continued under-development in the tropics i.e. lack of electricity and lack of industrialization."

The Members of the Security Council called on all parties to refrain from any action which may threaten peace and stability in the Juba regions and to engage with the Federal Government of Somalia in a constructive manner to achieve a peaceful resolution to the current crisis and to alleviate the dire humanitarian situation.The members of the Security Council underlined their support for the development of an effective federal system of government, in line with the Provisional Constitution and in respect of the sovereignty and territorial integrity of Somalia, in order to ensure a constructive and sincere partnership between the Federal Government of Somalia and local and regional administrations. In this context the members of the Security Council look forward to a broad, inclusive, constitutional review process.

Ethiopia ratifies River Nile treaty amid Egypt tension
Ethiopia's parliament has ratified a treaty intended to replace colonial-era agreements that gave Egypt and Sudan the biggest share of the Nile's water.The move comes amid growing tensions with Egypt over Ethiopia's plans for a hydroelectric dam on the Blue Nile.Egyptian President Mohamed Morsi said on Monday he did not want war but would not allow Egypt's water supply to be endangered.He said that he was keeping "all options open".Cairo is worried that the dam will reduce the water supply vital for its 84 million people.
The simmering tension between the Government of Mogadishu and that in Nairobi over the establishment of Somali’s breakaway State of Jubaland has gotten intervention from a likely source. State of Jubaland President, Sheikh Ahmed Madobe, has said Kenya is not behind the establishment of his newly breakaway state. Madobe, who was recently elected President of the semi-autonomous region, defended the Government of Kenya and the Kenya Defence Forces (KDF) from claims of backing his administration. In an interview with The Standard, the Jubaland leader said the establishment of a federal state in the South of Somalia was in line with Igad’s four-year marshal plan of restoring stability in Somalia.

Ethiopian refugees gathered for a second day outside the United Nations High Commissioner for Refugees office near Cairo, protesting alleged harassment from Egyptians and calling for greater protection. They say the mistreatment stems from Egyptians who oppose the Ethiopian government’s controversial Grand Renaissance Dam.The protesters, mainly from the Oromo ethnic group, left Ethiopia due to political and ethnic oppression. They emphasised their detachment from and displeasure with the Ethiopian government.

Egypt says dam dispute with Ethiopia not yet a military one
(Reuters) - Egypt's armed forces are not yet involved in a dispute with Ethiopia over a giant dam on the Nile, a spokesman for the general staff said on Wednesday, playing down bellicose rhetoric between Cairo and Addis Ababa."This is not a military issue at this stage," Ahmed Mohamed Ali told Reuters after days of irate exchanges between Africa's second and third most populous nations over a new hydroelectric plant that Egypt fears will reduce its vital water supply.On Monday, Egyptian President Mohamed Mursi said he did not want "war" but would keep "all options open", prompting Ethiopia to say it was ready to defend the Great Renaissance Dam.Egypt's previous military rulers had warned against such projects in the past and last week Egyptian politicians were caught on camera discussing air strikes or offering support to Ethiopian rebels.

The Somali parliament should revise the draft law establishing a national human rights commission to ensure a robust, independent body with a broad mandate and enforcement powers, Human Rights Watch said in a report released today. Parliament should hold public hearings on the draft law and consult widely with civil society during the revision process.“The proposed human rights commission could play a valuable role in helping to tackle Somalia’s ongoing human rights crisis,” said Leslie Lefkow, deputy Africa director at Human Rights Watch. “But a weak law will cripple the commission from the start and parliament should make sure that doesn’t happen.”Somalia’s provisional constitution provides for the establishment of a national human rights commission. The Justice Ministry presented a version of the draft law to Parliament on May 30, 2013. It is scheduled for a second reading before it will be presented to the Parliamentary Committee on Human Rights, Women and Humanitarian Affairs, which has the power to recommend amendments.
